A proposal for a new international cruise terminal, Te Waharoa, has been released for Auckland, outlining plans to adapt existing port infrastructure and develop a new arrival facility for large-scale cruise vessels.

The project is being developed by Ports of Auckland in collaboration with Ngāti Whātua ŌrākeiRCG and Guardians. It involves the reuse of the port’s existing car-handling building, alongside the construction of a new berthing wharf to accommodate cruise ships carrying more than 4,500 passengers.

The scheme positions the terminal as a primary point of entry for international visitors, with the design organised around the concept of a gateway, or waharoa. The project team states that the architectural approach focuses on the transition from sea to land and from international to local conditions, with spatial sequencing intended to structure the arrival experience.

Design development has been undertaken across architectural, cultural and brand components concurrently. According to the project team, this includes the integration of cultural narratives developed in partnership with Ngāti Whātua Ōrākei into the building’s material and spatial design, alongside a coordinated visual identity by Guardians.

RCG director Andy Florkowski said “the project is intended to reflect the role of the terminal as a first point of contact for visitors, as well as its civic presence on the waterfront.”

The proposal also responds to projected growth in the cruise sector, which the project team states contributes more than $600 million annually to the regional economy. In addition to its operational role, the terminal is positioned as part of a wider shift in the use and design of Auckland’s waterfront edge.

The release marks the first public presentation of the scheme. Further details on programme and delivery have not yet been confirmed.
